What is the VIDA Whistleblower Hotline?

The VIDA Integrity Hotline is an independent and confidential service available to receive information relating to alleged or suspected fraud, corruption, improper conduct, unlawful or unethical behaviour by VIDA employees, contractors, vendors, suppliers and program partners.

Why does VIDA have an external whistleblower service?

VIDA believes that its employees, contractors, vendors, suppliers and program partners should be able to assist VIDA in ensuring it maintains its status as an organisation with a strong integrity culture. VIDA is also committed to adopting best practice in facilitating and responding to integrity related matters.

Who is Stopline?

Stopline is an Australian company which specialises in providing integrity/whistleblowing services. It has been operating for over a decade and assists listed and private companies, local, state and Commonwealth public sector bodies and not-for-profit organisations. How do I make a report?

VIDA has engaged an independent consultant to manage the receipt, recording and reporting of serious misconduct. Stopline is an independent, confidential and impartial conduit for information that enables the reporting of corrupt or improper conduct. Stopline has people experienced in handling sensitive information from stakeholders.

Who can make a report using this service?

Any VIDA employee, contractor, vendor, supplier or program partner can raise an integrity concern using the Stopline enabled VIDA Integrity Hotline. Members of the general public can also raise an integrity concern using this service.

What can be reported?

Any alleged or suspected integrity-related breaches of the Code of Conduct for Victorian Public Sector Employees, related VIDA policies, or integrity issues that may adversely affect the MTIA. This may include any alleged or suspected fraud, corruption, criminal offence or breach of legal obligation by VIDA employees, contractors, vendors, suppliers and program partners.

Stopline operates in addition to and does not replace existing VIDA reporting mechanisms such as the Safety Incident Management System (SIMS) which should be the primary reporting avenue for safety-related incidents and unsafe behaviour.

What should be reported to your HR department?

Alleged behaviour and conduct in breach of relevant VIDA policies covering workplace behaviour and misconduct (e.g. bullying, violence, sexual harassment, discrimination) should be reported directly to your Human Resources representative.

Do I have to give my name?

No. Your contact with Stopline can, if you wish, be anonymous and the staff of Stopline will not ask for any personal details. If you do wish to provide your personal details, Stopline will only pass these on to the VIDA Integrity Officer with your explicit consent.  If you choose to remain anonymous Stopline will issue a confidential reference and password should you wish to seek an update on the status of your report at some later date. Some legislation (e.g. ​Public Interest Disclosure Act) will only provide legislative protection if you identify yourself. Stopline can assist at the time of your contact.

Will my call to Stopline be recorded?

No, calls to Stopline are not recorded. However, Stopline staff will take notes of your conversation.

At what time can I contact Stopline?

You can call Stopline on 1300 30 45 50 (in Australia) 24 hours a day, 7 days a week.  A Stopline investigator will answer your call during business hours (0800 – 1800 Mon – Fri AEST).  Any messages left with our overnight team will be responded to within one working day. You can also send your disclosure via the internet (this website), email, or mail.

What is the process once I have reported a concern?

It does not matter how a concern is raised, once it reaches Stopline, it is assessed by an experienced professional and the report is forwarded to the Integrity Officer at VIDA who will also assess the report and determine next steps in accordance with relevant VIDA policies and procedures.

Each report receives its own Unique Reference Number and even if the person making the report prefers to remain anonymous, we encourage them to contact Stopline at regular intervals (we suggest every two weeks) to find out how their matter is progressing. Stopline staff will not divulge any information relating to a report unless the person requesting an update can provide sufficient information to identify them as the person who initially made the report.

Contacting Stopline at regular intervals also assists if the VIDA Integrity Officer has further queries to be put to the person making the report. Stopline is able to facilitate questions and answers between the VIDA Integrity Officer and the person making the report while protecting anonymity.

Who is the VIDA Integrity Officer?

The Director of Integrity within the Office of the Director-General is the VIDA Integrity Officer responsible for ensuring that all serious complaints are handled appropriately, including the management of public interest disclosures under the Public Interest Disclosure Act 2012 (VIC). Further, where the VIDA Integrity Officer takes the view that a matter reported to Stopline is not integrity-related, this may be referred to another area (e.g. Human Resources) for appropriate action.

If I make a complaint regarding alleged or suspected fraud, corruption or improper conduct, how will I be protected??

VIDA is committed to the protection of genuine whistleblowers against action taken in reprisal for the making of public interest disclosures. Maintaining confidentiality is a crucial component of this protection. All disclosures will be treated with a high level of confidentiality. VIDA has appointed Stopline to ensure confidentiality and anonymity within VIDA with respect to reports of integrity concerns.

It should be noted that reporting an integrity concern to Stopline will not constitute a public interest disclosure as public interest disclosures can only be determined by the Independent Broad-based Anti-corruption Commission (IBAC). An initial assessment as to whether a report to Stopline could constitute a public interest disclosure will be made by the VIDA Integrity Officer as guided by the Public Interest Disclosure Act and IBAC, January 2020 Guidelines for handling public interest disclosures. If the VIDA Integrity Officer determines that the report could constitute a public interest disclosure, this will be referred to IBAC for further action.

As an employee, how do I know that somebody won't just make some false claim to settle a personal grudge?

The strength of Stopline is that all allegations will be professionally managed by trained Stopline staff. The experience of Stopline is that vexatious calls occur very infrequently. Stopline focuses on the message, not the messenger. The VIDA Integrity Officer may decline to investigate the matter if satisfied that the report is trivial, frivolous or vexatious.

Will I be kept informed about the result of making a report?

Yes. You can follow up at regular intervals (we suggest every two weeks) to find out how your matter is progressing. If you choose to remain anonymous, you will be issued with a confidential reference and password and must initiate contact through one of the reporting methods on the home page to receive feedback.

If I make a report will I be liable anyway?

Where a person who reports an integrity concern is implicated in the improper conduct, VIDA will take all reasonable steps to protect the individual from reprisals for making the report. However, the act of reporting improper conduct may not shield the person making the report from the reasonable consequences flowing from their involvement in the conduct.

What support is available to me?
